Business Manager

 

Role title:  Business Manager 
Reports to:  Operations Manager

Location:  Primarily based at Sanctuary Trust premises, with hybrid working considered on an ad hoc basis 
Hours:  Part-time 20 hours per week

Purpose of Role 

The Business Manager provides coordinated governance, compliance, reporting, business support and organisational administration across Sanctuary Trust. 

The role supports safe, effective and high-quality services by maintaining key assurance systems, coordinating compliance actions, coordinating policy review, and producing accurate information for the team, Trustees and committees. 

About Sanctuary Trust 

Sanctuary Trust was set up in 2011 to provide accommodation and support to men experiencing homelessness. The charity supports up to 30 residents across three facilities in St Aubin, Beaumont and town, and has a growing outreach programme in the community.

Service Delivery / Operational Responsibilities 

The postholder will: 

  • Coordinate administrative, governance and business support functions across Sanctuary Trust. 
  • Maintain organisational registers, trackers, records and reporting systems. 
  • Coordinate organisational improvement initiatives arising from audits, inspections, incidents, complaints and service reviews. 
  • Support business continuity, inspection readiness and organisational resilience arrangements. 
  • Liaise with external suppliers, contractors, insurers, regulators and partner agencies as required. 
  • Maintain accurate organisational records and ensure document control processes are effective. 
  • Monitor developments in legislation, guidance and regulatory standards relevant to Sanctuary Trust and support implementation of required changes. 

Specialist Responsibilities 

  • Coordinate the policy review schedule and policy development. 
  • Maintain governance, compliance and assurance systems, including action plans and monitoring records. 
  • Administration of charity, regulatory and statutory submissions. 
  • Support the Operations Manager with the administration of data protection and information governance systems. 
  • Produce organisational reports, dashboards, statistics and management information. 
  • Support the Governance, Risk & Compliance Committee through preparation of reports, information and action tracking. 

People Management 

The postholder has direct line management responsibility for: 

  • Administrator (25 hours per week role) 
  • Maintenance Officer (5 hours per week role) 

Responsibilities include: 

  • Line management, supervision and appraisal for direct reports. 
  • Support recruitment, induction and safer recruitment processes. 
  • Maintain training, supervision, appraisal, recruitment and personnel compliance records. 
  • Monitoring mandatory training, DBS renewals and employment compliance checks. 
  • Support the development and review of job descriptions. 

Health & Safety 

The postholder will: 

  • Monitor and distribute actions arising from the Health & Safety Register. 
  • Maintain health and safety records, training records, compliance monitoring and supporting documentation. 
  • Monitor incident reporting and organisational learning. 
  • Support preparation of health and safety information for inspections, audits and regulatory reviews. 
  • Support the Operations Manager with health and safety policy reviews, risk assessments and action planning. 

Safeguarding 

The postholder will: 

  • Promote a strong safeguarding culture across the organisation. 
  • Support compliance with the Safeguarding Policy and Jersey Care Commission standards. 
  • Support the Designated Safeguarding Lead in maintaining safeguarding systems, records, registers and audits. 
  • Support safer recruitment compliance and safeguarding documentation. 

Compliance & Information Governance 

The postholder will: 

  • Support compliance with applicable legislation, regulatory requirements and Jersey Care Commission standards. 
  • Support the Operations Manager with evidence gathering and action plans relating to inspections and regulatory reviews. 
  • Support the Operations Manager with data protection, retention and information governance systems. 
  • Maintain governance records, statutory documents and compliance registers. 
  • Support internal audits, compliance reviews and appropriate information sharing with regulators and statutory agencies. 

Risk Management & Business Continuity 

  • Maintain and monitor organisational risk registers and associated actions. 
  • Coordinate actions arising from audits, inspections and investigations. 
  • Support business continuity, crisis management and organisational resilience arrangements. 
  • Escalate significant risks to senior management and support organisational learning. 

Policy Development & Quality Assurance 

  • Coordinate the development, review and communication of organisational policies and procedures with relevant policy owners. 
  • Maintain policy review schedules and governance records. 
  • Support managers with policy implementation, audits and continuous improvement activities. 

Reporting & Strategic Support 

  • Produce organisational reports, dashboards and management information as required. 
  • Support impact measurement, outcome reporting and service evaluation.
